Emory Babcock

Program Officer

Emory Babcock is a public health communicator who supports senior leaders across global health diplomacy, strategic communications, and partnerships. As a Program Officer at Root to Rise, she improves how lifesaving health innovations reach the people who need them most by translating evidence and global guidance into decision-ready insights, navigating policy landscapes, and strengthening the systems, people, and partnerships that enable access.

She previously served at the U.S. Department of State's Bureau of Global Health Security and Diplomacy, where she supported PEPFAR's Principal Deputy U.S. Global AIDS Coordinator. At USAID's Office of HIV/AIDS, she supported cooperative agreements with multilateral partners including the Global Fund and UNAIDS, strengthening relationships across global and country partners. Her time at USAID began in the Office's Research Division, Introduction and Access Branch, working on new HIV prevention products like the dapivirine vaginal ring and CAB-LA, helping move biomedical innovations from research toward the rollout planning, policy, and provider readiness that turn global guidance into something a provider can deliver and a client can choose.

She holds an MPH from the Tulane School of Public Health and Tropical Medicine and a BS in Public Health from Tulane University.
