Rose Wilcher

Co-Founder, Director of Programs & Development

Rose Wilcher is a global health leader and strategist with 25 years of experience helping turn research breakthroughs into real-world impact. Her work has spanned HIV, sexual and reproductive health, and gender equity initiatives, with a focus on translating evidence into policies, programs, and service delivery approaches across diverse country contexts.

At Root to Rise, Rose leads partnerships with government policymakers, donors, researchers, and community organizations to accelerate access to next-generation health products. She brings deep expertise in implementation science, stakeholder engagement, strategic communications, and research translation – helping partners navigate complexity, align around shared goals, and move from evidence to action.

Before co-founding Root to Rise, Rose served on the leadership teams of multiple USAID- and PEPFAR-funded global health initiatives during a 23-year career at FHI 360. Most recently, she directed research translation and knowledge management for MOSAIC, a pioneering effort to accelerate rollout of new biomedical HIV prevention products across 10 African countries. Throughout her career, she has partnered closely with country teams to shape policy, strengthen health systems, and advance more equitable, people-centered approaches to care.

She holds both an MPH and BS from the  University of North Carolina at Chapel Hill.
